Established in 2000, The Foundation is a non-profit organization focused on community development in Susquehanna County with its main emphasis on encouraging the pursuit of higher education by the youth of the community.

It was set up by the extended members of the Williams family, whose Susquehanna connections go back to the mid-19th century, to commemorate the contribution made by Claire Williams O’Neil- a former teacher in Susquehanna Schools-to inspire young people to pursue quality education.
